“Catching Hell” – Jay Dobyns
Jay was a federal agent for 27 years before retiring in 2014.

He achieved worldwide notoriety as one of history's most daring undercover operators during high-octane missions targeting America's violent crime.

Jay is perhaps best known for his landmark effort against the notorious Hells Angels. He was the first-ever lawman to defeat the gang’s multilayered security measures getting inside to become a member of their legendary Skull Valley charter.

Jay's book about that investigation - No Angel, My Harrowing Undercover Journey to the Inner Circle of the Hells Angels - is a New York Times and international bestseller.

Breakout Seminars

2:00 - 3:00 p.m.  Session #1 “Railroad Safety Awareness –Importance of Compliance with Iowa DOT and Railroad Specifications” – Steve Sandquist, United Contractors, Mitch Dillavou, IDOT and a Railroad Representative from Iowa Interstate Railroad

As a rule, the DOT and its contractors are committed to the principle that safety is good business practice.  Work in proximity to railroads, however, requires heightened safety awareness, consistent protocol, and clear procedures.  They will discuss railroad training and flagging requirements, common mistakes to avoid, and practical safety measures to implement when working on or near railroads.  In addition, the presenters will provide an overview of railroad special provisions; what they mean and how they should operate on jobsites and the importance of compliance with Iowa DOT and Railroad Specification.



3:00 – 4:00 p.m. Session #3 “EPA” – Melissa Serio, IDOT, – Melissa will provide an update on recent Iowa DOT interactions with EPA, discuss roles, responsibilities, and best management practices with regard to erosion control measures and storm water runoff, and provide an update concerning the development and implementation of new technology applications to manage, document, and streamline site inspections.
